Time between games

Let the user be able to set the time between unload and reload
(for external UCI/WB engines) so that an engine that has
just finished playing a tourney game and has to play immediately again
is guaranteed to have enough time for
cleanup/unload/reload/initialize/wait_for_commands.
The present unchangeable few milliseconds are sometime not enough,
so engine misses first commands of second game and communication breaks down.

I e-mailed this problem to the ChessBase guys years ago (for WB),
they said they would fix it. While waiting till today, my engine
expresses its contempt with a message, when thus hindered from playing.
