Based on the "test data" and some statistics you can say stuff like "Your hit ratio was above GM" etc. This approach doesn't always work, i was banned from a site using a system like this, so if you are going to implement such a system, you better make your "test data" big, and have lots of games where the rating difference is big (these games give high "hit ratios" for the higher rated player because the lower rated players makes blunders etc.).
