If it was not a typo where you said "3 times out of 40", then I wouldn't be too
concerned. That's just statistics. And these "non-fide rated player" people
might still be very strong -- equivalent to IMs.

What speed is your current computer?

Either way, as I said before, you should either simply get the fastest computer
you can afford, or tell us how much you CAN afford and we can give you
suggestions.
