Subject: a position for chess programs

r7/7p/5kp1/8/1p6/4P2P/PR2K1P1/8 black to move

My opponent in a correspondence game played Ra3
I think that it is the best move but no program that I know can produce this
move.

I get moves like h5, Ra4 or Ke5.

The programs do not  understand that a passed pawn is more dangerous than e
passed pawn.
