It's the first time I've heard this, but it may be true in some cases. Maybe that's the reason why some engines only have an "eng" file, while others have an "eng" and "dll" tandem. The programmers themselves would have to make a statement about this. And, of course, writing a Winboard adapter would not make them guilty of "publishing the CB protocol".
