There used to be an IM on ICC that would take computers as slow time controls - and won almost everytime. That's when machines were in the P100 to 200 Mhz. IMO it takes at least a 1Ghz machine to see GM strength -- and even then it may be only be a few programs. When you start talking 3 Ghz, -- even the weaker programs are moving into GM territory. To get Super GM strength -- were're not there yet. The next time they have a catefory XX event - they should invite a top program on high end machine -- maybe pay the GM's $1500 for every win and $500 for a draw. That would create a lot interest. Also , we'll know for sure how a program matches up under real conditions. I would like to Shredder, J8 or F8 (SMP capable) play in an event like that.
