I believe you are right, that Ra3 is best; it is imperative to stop Kc3, and
only Ra3 does this. Even with this, though, I think black loses after 2. Kf3
[anything] 3. Rxb3 Rxa2, as the White king can hide from the rook as the passed
pawn advances.
