Maybe the minimum time could be set to five seconds, unless the program has less
than 30 seconds on its clock, in which case the time would be regulated
normally. So the program might return a move in a millisecond, and then sit
there doing nothing until five seconds elapse. That allows the human to gain
some advantage from pondering.
