Computerchess is about the biggest technical freaksport which you can find on the planet. Some even are drained in a certain saucage. The worst ones post here in this forum. They will all tell you they are following the rules. However, ask everyone here for example whether they have cm9000. Sure everyone will say: "yes". However i can garantuee you that considering how hard it is to get in europe (though possible) that with perhaps 2 nerds (by accident probably regular posters here) as an exception, they all copied it. It's very hard to get here and it's a 10 minute download from emule. What is easier: 10 minutes emule or going through the european rain to the other side of the country in the traffic jams to get it there and pay insane price and then travel 2 hours back through traffic jams again?
