I think in this case it should not be counted as a loss. It would not be a fair
measure of the strength of the chess engine (even if we all know that time
management IS a part of the chess engine, but we want to know how well the
engine would perform without the time bug).
If the time has been exceeded by a small amount (less than 5% of the total time
allowed) I suggest that the game counts. If the time has been exceeded by a
large amount I think the game should be rejected, unless Junior has lost it.
