Good question! I have made up my mind on this when talking last week on a
possible advantage of the white side in FRC, whether it might be greater than in
normal chess or not. Thinking over this I finally was convinced, that the clock
has to be switched on immediately after the board has been set up.

I do not know this moment, how Arena handles this. But I think, that question is
more relevant when two human beings are playing a game of FRChess.
