I think that it is the decision of the programmer and not of chessbase.

I do not see it in this way
I pay only for the engine.
The question if I get new gui or do not get gui is not a factor that
influence my decision to buy a new engine.

New GUI can be a disadvantage because when I am used to one GUI I can find it
hard to get used to another gui and UCI engines and winboard engines can be used
also under chessbase GUI.

I have tiger14 with chesspartner GUI but I almost do not use it in that GUI.
The problem is that it is more convenient to use all chess engines in the same
GUI and I see no reason to change GUI if all the chess engines can work on the
same GUI.
