To use them together (DTM and DTZ), do you first check the DTM, then if there
are multiple moves that have the same DTM, you select the one with the lowest
DTZ?

I wonder if someone could create a kind of conspiracy number type EGTB, where
each move has a conspiracy number, and you select the one with the highest
conspiracy number. You could create all kinds of conspiracy numbers. Numbers for
captures, checks, mobility, whatever might be useful. This could lead to EGTBs
that not only play the shortest mate, but also (or maybe instead of) play the
line that is most difficult to play for the opponent. This would help in trying
to turn theoretical draws into wins, and losses into draws or wins. You'd have
to find the correct thing to measure though for your conspiracy numbers. I
wonder if you could use the DTM to EGTBs to compute how many winning paths there
are from a position and use that as a measure of how difficult it is for the
opponent.
