  Similar problems here. For example on Win98 you might navigate to
c:\windows\application data\ChessBase\ChessProgram8 folder. And then
delete the files in the ChessProgram8 folder. (or back them up
 somewhere, but as far as I've ever seen they will be regenerated)
They are mostly text files so you can view their internals if you want.
You might save 'rating.dat' if you have a rating/handicap you want to maintain.

Just a few ideas for you might consider. Also import the moves before changing
the GUI layout. I have only been importing from .cbh, not sure how .pgn is
working.

 Actually menu item Tools/Factory Settings makes it work for me but I've no
doubt it's bugged and probably fails differently on different systems. Certainly
ChessBase should deal with the bug, been around a long time now! BK
