Yes but combined with a better method to give initial ratings.

In the "human world" you can only earn ratings at certain controlled events,
like tournaments and team matches etc. At ICC every game can be rated. Maybe it
would be better to only be able to earn ratings when participating in controlled
events under certain conditions. The rest is training...
