Martin Borriss, the author of Gullydeckel, is an IM, currently rated 2434 FIDE -
he is probably the strongest active chessplayer with a published chessengine:

In case also former chessprogrammers and correspondence ratings are allowed,
Hans Berliner will indeed be impossible to beat I think, unless Kasparov, Anand
or Kramnik are looking for a new hobby .. How about Botwinnik ;) ?
