An engine that can play legal chess and supports the Winboard or UCI protocol may play 100% legal FRC. Only the GUI must support it. The engine that doesn't understand the FRC castling can still play legal FRC, but it will be at a disadvantage because it will not play or suspect castling moves. I bet that Ruffian would still beat any of the three engines that support FRC castling. Think of it another way if you'd like. Castling is a part of regular chess, but it is not required. If two people play a game of chess, and neither player castles, it is still a legal game of chess. The same holds true for FRC. If two engines play FRC and neither engine castles, it is still a legal game of FRC (and not shuffle chess), because FRC still has rules that are different from shuffle chess IIRC (bishops can't be on the same colored squares for example).
