In the US, we hold world championships every year where only americans can take part (basketball for one). If a foreign country puts together a team that wants to take part, they are out of luck no matter how good they might be. There is no such rule that a world championship must be open to everyone. Any organization can declare any given event a world championship and any restrictions on participation they want. It has always been that way. BTW, in professional boxing, there are 3 or 4 world championships, so there might be several world champions in the same weight class. In theory, with enough boxing organizations creating enough world championships, it would be possible for all professional boxers to be a world champion all at the same time. You take the notion of a "world championship" too seriously. It is just a device for making money.
