It also depends strongly what the formula is for the computer, and how the
humans select opponents.  For computers that play any opponents, including other
computers and do not discriminate based on rating (meaning they'll play
opponents rated significantly lower than them) then a 3000 rating is about as
high as they ever get.  By contrast if the same strength computer plays only
humans rated near to them then it will reach a 3400 or 3500 level rating
eventually.

Similarly humans who are very selective in who they will play and under what
circumstances can boost their ratings also.  A lot depends on how highly they
value their rating points.  Some play for fun, others play for points.
