So? The two aren't mutually exclusive. The POWER4 processor executes native 32-bit instructions also, that doesn't make it any less a "true" 64-bit processor. From an application's viewpoint Opteron implements a flat 64-bit virtual address space (when running a 64-bit OS of course). The fact that it can also execute 32-bit binaries at the same time is a feature.
