Just a thought. I don't think that most amateur programs would benefit much from this. The difference is fine tuning existing knowledge vs. adding new knowledge. Most amateur programs need more knowledge added before they could benefit much from fine tuning evaluation parameters. In contrast, most commercial programs have a pretty decent, well rounded evaluation function, without any glaring holes, so they can benefit from fine tuning.
