I think the difference is in consistency. A 1650 computer program always plays
at a 1650 level. A 1650 human can play much better or much worse.  For instance,
my current USCF rating is 1567. A couple of months ago it was 1450, until I
achieved about a 2000 performance rating in a tournament. On the other hand,
I've lost to 1300 players within the past year, and on ICCF, playing at odd
hours on little sleep, my rating goes up and down like a yo-yo!
