I am pretty sure that when Dr Nunn was writting his rook endings book that there were not many Nalimov 6- piece tables, much less any with 2 pawns in them-- imagine how many subtable you would need to generate a key with two pawns in it. MY Best Guess I can make is that he used a Ken Thompson Lookup Table, why dont you go to his old bell labs website "Play chess with God" and try to find it there?
