Xboard/Winboard are fine.  Don't know what else works.  I've not done it myself.
 I don't think it's hard.

"help computers" on the FICS server yielded this paragraph (among others):

In order to register a computer, contact "computers" (the team who handles
this procedure).  E-mail computers@freechess.org with the information
contained in "help computer_app" The review process usually takes a few
days. You will be contacted about your request.
