Probably the best is a pocket pc with 400 MHz. PXA-255 processor, e.g. HP iPAQ h2215 or Toshiba e750. I have one of these devices over here with pocket fritz2 on it. The estimated rating is approx. 2250 Dutch ELO, that is approx. 2400 FIDE.
