No it wasn't "designed" that way. It just happens to be that way.  :)

It is certainly tailored to playing humans more.  That is what I mainly
study with it.

Junior doesn't do "plies".  So you can't compare them.  In fact, you should
not compare plies between programs, just how quickly they find the right move
in a given position.  Chessmaster always reports very low plies but is very
strong.  Junior reports very large ply numbers and it is also very strong.
Comparing plies wouls suggest Junior is far stronger.  It isn't.
