First you have the question as to whether the 0.1 second engine is >capable of performing at a minimum level (it could be so that it only starts to >generate reasonable moves at 0.5 seconds). engines can beat weak humans even at 0.1 seconds per move so they can get a rating. I even read about an engine that played all the moves in one second and won part of the games in ICC. This is also valid for humans. I am >considerably weaker at blitz than at standard time controls, and I know people >where this is exactly the reverse, but so what? Does that mean that a rating >showing this has no meaning? It seems that you do not understand my point. The point is that the difference in rating between players should tell me information about the difference in playing strength between them. If X gets 2400 at standard time control and Y gets 2100 at standard time control but X gets 3000 at blitz when Y gets 2300 at blitz then something is wrong in the rating if X and Y play the same at all time controls(by using fixed time per move and not pondering I make sure that the strength of X and Y is not dependent on the time control).
