No, he's right.

Take 25 people and give them all a penny.
Tell them to flip it 100 times and count the number of heads.

Take one person and give them a dime.
Tell them to flip it 100 times and count the number of heads.

Take one person and give them a quarter.
Tell them to flip it 100 times and count the number of heads.

Take one person and give them a nickel.
Tell them to flip it 100 times and count the number of heads.

One of the penny people will have the most.  One of the penny people will have
the least.  Probably, most of the top and most of the bottom entries will be
penny people.
