I changed Tom's program slightly. I made ties impossible, by adding a very small
random term to points. Then I get:

tourney() returned 1: 38 out of 1000 times, 3.800000 percent
tourney() returned 1: 65 out of 2000 times, 3.250000 percent
tourney() returned 1: 149 out of 4000 times, 3.725000 percent
tourney() returned 1: 309 out of 8000 times, 3.862500 percent
tourney() returned 1: 530 out of 16000 times, 3.312500 percent
tourney() returned 1: 1142 out of 32000 times, 3.568750 percent
tourney() returned 1: 2278 out of 64000 times, 3.559375 percent
tourney() returned 1: 4450 out of 128000 times, 3.476562 percent
tourney() returned 1: 9005 out of 256000 times, 3.517578 percent
tourney() returned 1: 17954 out of 512000 times, 3.506641 percent
tourney() returned 1: 36123 out of 1024000 times, 3.527637 percent
