I think the closest thing to this would be ICC's channel 64 as someone already
said. It is not IRC though, so you can't connect via an IRC client.

Setting up an IRC chat for computer chess would be pretty simple. I can do it if
you'd like. What do you think a good name would be? #ccc (computer chess
chatroom)? Or maybe #compchess? #computerchess is ok, but maybe too long. I know
of a nice, small, free network we could use.
