Wrong, you can't state that as a general fact.
Studying theory can definitely give you a big advantage, and I have certainly
met opponents that were 1400 but played the opening as though straight from a
theory book.

I know people at +2100 that don't study theory, but they also have be really
careful to survive the opening. Usually they specialize in 1 or 2 openings, and
then always stick to that. Quite boring IMO.

You say "more" about everything as though "less" has no right.
Well "less" can be a lot sometimes, possible the deciding factor.
