I think Tim Foden has a program that will do part of what you want, pgn2fen. I
guess you could either write or get someone to modify their program to dump out
a list of legal moves, then write a shell script/batch file that will drive the
whole thing, looking for legal move counts of 1 (maybe wc -l).
