It may be fair to give Crafty more than one processor and not give it to tiger because crafty has the advantage of being able to use more than one cpu but if Tiger is using slower hardware not because of this reason then it is clearly unfair comparison. I think that the comparison should be between crafty with the best hardware you can get for it when the price of the hardware is at most x and tiger with the best hardware you can get for it when the price of the hardware is at most x.
