I would say the relative safety of the king of the side with material deficit dominate. A sheltered king is essential. An open king spells doom. A pawn must surely drop. Or a mate will appear. And if the queen has to actually physically block the advance of a pawn it is pretty close. But the general case is that the pawns are inferior. MvH Dan Andersson
