Yes, a training book is just a normal .pgn-file with a FEN-tag describing
the starting position (for example

[FEN "r1b2k2/pp5r/3p3q/1QpPpNp1/P1P1PnP1/2P2P2/5RB1/1R3K2 b - - 0 1"]

) and some (best) moves like:

1... Qh1+ 2. Bxh1 Rxh1# 0-1

Most chessprograms can read and write .pgn-files and will add the FEN-tag
when you set up a new position before saving the game as pgn. In
PocketGrandmaster, you could create a simple test like this:

1. set up a position (for example a mate-in-1)
2. enter the best move
3. save the game to a new database "mytactics.pgn"
4. now select mytactics.pgn with "File - select database"
5. and activate the training mode (answer "No" to "Continue last
   training session").
6. make the best move entered in step 2
