I agree.

9 Queens  x27 = 243
1 King        = 8
2 Knights x8  = 16
2 Bishops x13 = 26
2 Rooks   x14 = 28

However, you cannot place more than 8 queens in the same board so that they
don't attack each other, and you can only get 27 moves if they are on
D4/D5/E4/E5, and there are no other pieces blocking their way.
I remember I've seen positions with over 200 legal moves (full of queens); I'll
see if I can find one of them.
