To me the program is evidently operating perfectly. The positions with 1 or 2 pawns on the rook file fall within the 4 and 5 man EGTBs. With more pawns on the rook file, the position is as you point out, "highly unlikely to ever happen in a game", so that expending any effort in getting a program to evaluate them correctly is a completely wasted effort. The programmer should be congratulated for his pragmatism.
