Yes. One trivial example would be for all the players in a tournament to draw
all of their games. This will defeat most tiebreak methods including SB.

There are many less extreme examples too. It's a normal occurance, which is why
a secondary and even tertiary tiebreak method will be employed in case the more
preferred method(s) fail.
