That intuitively seems rather low, but it would be interesting to try to come up with an upper bound for a 'sensible' position (with no gross material imbalance, for example; opposite pieces in the way would limit the number of legal moves). http://www.xs4all.nl/~timkr/chess2/diary.htm (item 212).
