Another Tim Krabbe investigation has shown that the maximum number of legal
moves for one side in a position occuring in actual play - at least a position
found so far - is 75. That intuitively seems rather low, but it would be
interesting to try to come up with an upper bound for a 'sensible' position
(with no gross material imbalance, for example; opposite pieces in the way would
limit the number of legal moves).
