Subject: OT: Tournament with dual purpose

Hello everyone.  I need your help on how to run a particular tournament. I've
asked a couple of other people, but I'd like to get a wider perspective. I
realize that this is off-topic, but it might interest some as a problem to look
at.

A team tournament is held with 4 teams of 6 people each. The purpose of the
tournament is dual:
1) to determine the best team
2) to determine the top 6 individual players to qualify to another tournament

The tournament is currently held as a 9-round swiss for 24 players, with the
restriction that teammates cannot play against each other. In my opinion, this
satisfies requirement number 1 (determining the best team), but I think it's
less than ideal (or fair) to determine the top 6 individual players.

Take a look at this example:
Team A has 6 players rated 2000.
Team B has 1 player rated 2000 and all other 5 rated 1900.
Team C has 1 player rated 2000 and all other 5 rated 1800.
Team D has 1 player rated 2000 and all other 5 rated 1700.

Assume that during the tournament everyone performs according to their rating
strength (i.e. no one is under or overrated).

With all those assumptions, I say that the 2000 players in teams B, C and D will
have a tougher time qualifying for the top 6 than those in team A. Not only
that, but the 2000 player in team D will have the toughest time of all, even
though he may not be less qualified to be in the top 6 than anybody else.

So, the question is: what is the "best" format statistically to determine both
the "best" team and also the best 6 players to qualify to the next stage?

There is a limitation as to the number of rounds (no more than 13, but ideally 9
or 10).

There is nothing that says that we need to hold only 1 tournament to get both
goals. It could be that the team tournament is held first and then an individual
tournament is held right afterwards.

Any ideas?
