Yes that is my point. If you set your formula to only play say 2800+ rated computers you will have a higher then if you play all comers. A 3000 rating on playchess.com might have some meaning if the account was setup to play anyone no matter their rating. If you restrict the ratings pool by any means you make the rating meaningless. IMO
