Subject: Why not exchange rooks here?

Here is a position which came up last night while testing a beta engine.
[D]8/4k3/8/4K2p/7P/5rPb/8/6R1 b - -
It's hard to find a program that will play Rf1 forcing the rook exchange and
progressing to a tablebase won ending.  Shouldn't there be some knowledge that
would tell engines to do this without searching 30 plies?  I mean the bishop
covers the queening square of the black pawn which should be a clue to the win.
