I think that time<5&inc<3 gives it also an unfair advantage for blitz because
it means that it plays only fast blitz against humans no 5+3 and the slowest
time control that humans can get against it is 4+2

unforunately it seems that people like very much meaningless rating so ICC is
not going to fix it by forcing ICC equalizer that was suggested here.
