This is a good point.  Amateur has been playing on the servers for about 6
months now, and I really should put in the ability to offer a draw at the
appropriate time.  I currently will "claim" the draw when a draw occurs, but
won't offer and won't accept.  And it *is* ridiculous to see it refuse a draw
offer, then go on and draw intentionally in a 50 move situation.
