This can happen in games where the humans repeated things for a second time,
just to save a little time and reach time control.  That confuses the search
into thinking that a draw can't be avoided since if a move was best the last
time this position was reached, it will _still_ be best the third time around.

That's probably why having the game history changes things, as repetitions are
then seen.  With FEN, there is no history and no previous repetitions to have to
work around.
