This is a good question. Let's see if I have a good answer.

The easiest way to install a program on the pocketpc is with activesync, which
only runs under windows. So if you have windows, your life is made easier (in
this one respect).

However, if the program in question installs from a CAB file, instead of using a
windows installer, then you can simply copy the program over to the pocket pc,
and install it from there. So you don't need activesync, but you need a way to
copy the file over. This could be an 802.11b card, or bluetooth, for that
matter.

If you are talking Palm, then there is support in both Linux and the MacOS for
transferring data and programs over.
