The "!" moves are tournament moves, IOW when the optimum F4 settings are chosen,
the checkbox "tournament" is checked which means, "!" moves will be played from
every book (and I guess, "?" or "?!" and maybe even "!?" never). - Disregarding
the Prob and % values and obviously the number of games too, then.

This can easily be tested, when you change the F4 options while looking at the
book display. Can't check now, but IIRC it changes dynamically while choosing
options in the dialogue box.

AFAIK the "!", "?" etc. marks are done by manual editing only, because the game
based generation doesn't create these (I think). So it's also possible to add a
*novelty* as a tournament move to the book, which - obviously - cannot have no.
of games, elo perf etc. yet, but must be played and preferred while in
tournament book mode.

Btw. except for the tournament moves handling, the "%" values are decisive (not
Prob).

Some other doubtful moves have been reported in the Schachwerkstatt message

Although, we've i.e. calculated the total probability for one clear mistake
19...Bd7 in the Giuoco Piano, and it was *less than 9%* to appear (not even
taking the beginning moves of the main variant into account, which included a
white move somewhat unlikely among computers).

So while I'm confident that the Hiarcs 9 *engine* is - most probably - among the
top-3 currently, it may happen that it will rank 4th or 5th on your list, or on
SSDF, when the H9 book is used. Which would still be good of course. When there
are not many more book problems than those which have been found already, and/or
the book learning can limit the effect, then there are still good chances that
Hiarcs 9 may rank 3rd or even better everwhere! :-) In the CSS Blitz list, it
ranks 2nd and I guess it will be 2nd or even 1st on Stefan Pohl's FRC list. -
But there, the engine books are not in use.
