Why?

programs can play automatically in ICC and other chess servers without
operators.

A lot of amateurs already did it and it is not going to be a problem for
professional programs.

If it is a problem for a specific program(probably a weak amateur) then it can
be operated manually.

Again I do not see why do you need operators.

If no program goes to WCCC then they will have to change the stupid rules that
do not allow games on chess servers.
