I can't remember the precise reason, but these are all good reasons:

(1) It allows a greater range of time controls
(2) It prevents mistakes and the need to restart
(3) Requires a certain ICC "maturity" in the engines that take part
(4) Engines are required to kibitz an "search result" string after every move

I think maybe number 4 was the reason but I can't remember.
