I would think yes.  Plus Mobile 2003 only runs reliably with ROM A05.  If not,
they have a money back guarantee, but I doubt you will have a problem.  I
purchased a refurbished unit and it looks , feels amd works like a brand new
unit.  In fact I often purchase from the Dell Refurbishe Outlet since they
maintain the  exact same same standards for new or refurbished and the warranty
is also exactly the same.   If they get an unopened box back from a customer,
the unit has to be sold as a refurbished.  Obvisouly your mileage may vary, but
I have absolutley no qualms from buying Dell refurbished items. (directly from
Dell).
